CCEA has certainly improved since the early 2000s, when it was little better than an extension of CCSD Human Resources Department. It has negotiated good contracts, and repeatedly gone to arbitration--and won--to have contracts approved and enforced. They've taken a much more aggressive tack against CCSD's poor-mouthing and delaying tactics with the recent strike authorization, which, ultimately, seems to be the only way to get Nevada State Legislature and CCSD to honor contract obligations re: COL and step increases.
